Notice of Electors’ Rights Accounts for the Year Ended 31 March 2019
Each year Horley Town Council’s Annual Return is reviewed by an auditor appointed by the Smaller Authorities Audit Appointments Ltd. Any person has the right to inspect the accounts and make copies of the annual return and any associated documents.
These documents will be made available with reasonable notice between the hours of 1000 hrs and 1600 hours on Mondays to Fridays (exc Public Holidays) commencing on 17 June 2019 and ending on 26 July 2019.
The Public Notice and AGAR 2018/19 are available to view on the Town Council website. Govia Thameslink Railway (GTR) Passenger Benefit Fund
Following the disruption faced by passengers in 2018, the Secretary of State for Transport announced that GTR would contribute £15m towards a passenger benefit fund which would be used to provide "tangible improvements for passengers" at certain stations. We understand that £80k has been allocated to Horley Station as one of the worst affected stations by the disruptions. Individuals are asked to submit their ideas/suggestions to GTR on ways to spend the money by filling out their online survey form by the closing date of 31 July 2019. The survey is available on the link shown below: https://www.surveymonkey.co.uk/r/PassengerBenefitFund Horley Carnival 2019 - A day of celebration The theme for this year's Carnival was 'Great Moments in History' and yet again Horley showed what a fun and vibrant place it is to live and work in. The parade float themes ranged from the 1966 world cup, the moon landing, Live Aid, Kings and Queens and other historical figures, and Woodstock to name just a few. The energy of the dancers and various walking bands kept the tempo upbeat and added to the atmosphere of celebration.

Remembrance Service - 'D-Day & Monte Cassino 75th Anniversary On Thursday, 6th June, a Remembrance Service by The Royal British Legion was held at the Memorial Gardens, Horley to commemorate the ‘D-Day & Monte Cassino 75th Anniversary’. Welcome and Introductions were received from the RBL Branch Vice-Chairman, Paul Grest and Horley Town Mayor & Chairman, Cllr David Powell. The service was conducted by Branch Chaplin, the Reverend Canon Leslie Wells. Readings were given by pupils from Oakwood School. The service was very well attended by the public along with representatives from many local community groups and Town, Borough and County Councillors. Calling on individuals interested in highlighting Horley pavements in need of repair for access....
Horley Town Council would like to address the longstanding problem of certain pavements in and around Horley Town Centre causing access problems for many mobility users, pushchair users etc due to lack of accessibility and their poor condition. We wish to form a community group to initially carry out an audit so that we can identify the worst affected footpaths and bring the matter to the attention of the Highways Authority (Surrey County Council) to request that necessary repairs are carried out. The competition is split into the following year groups; Key stage 1,2,3,4 and Adults and is open to both residents and non residents of Horley (All photos to be taken in the Horley area)

'Contractors will endeavour to minimise disruption for users of the amenities however please be aware that the car park will be closed to the public whilst the works are carried out.'
Proposed Permanent Footpath Diversion Surrey County Council has received an application from Network Rail Infrastructure Ltd, to divert Public Footpath 392, Horley, due to pedestrian safety concerns at Denehurst Level Crossing, which is at a point approximately 184 metres to the north east of FP392’s junction with A23 Bonehurst Road (Grid ref 528602 144841).
The current legal route is shown A-B and the proposed route A-C-D-E which would join the existing footway at the junction of Orchard Drive and Cross Oak Lane as shown on drawing no. 3/1/45/H34 posted with this notice.

'The first week of June was Volunteers’ Week. As a volunteer with Surrey Police I feel very much part of the Reigate and Banstead Neighbourhood Team. There are always plenty of opportunities to volunteer to support your local police. If you are interested in Volunteering to support the work of Surrey Police then please visit the volunteers page to see how you can help.
You can also become a volunteer police officer known as a Special Constable. For more information on this important role visit the Special sections on Surrey Police's Website
The Office of the Police and Crime Commissioner is looking for volunteers to help as an Independent Custody Visitor (ICVs). As an ICV you would be based at the custody suite at Salfords Police Station, to make sure that those held in custody are being treated fairly and appropriately.

It's Official! Although the new library has now been open to Horley users for a few weeks Friday 21st June saw its official opening attended by Reigate & Banstead Borough Mayor, Cllr Keith Foreman, Horley Town Council Mayor, Cllr David Powell and Surrey County Cllr Kay Hammond. Borough's Best Businesses Revealed
The winners of the inaugural Reigate & Banstead Business Awards were announced last night in a prestigious ceremony at Reigate Manor. Eight of the Borough’s businesses received an accolade with a wide range of categories open for entries. Journalist and presenter, Nicholas Owen, hosted the evening and Shan Ako, former X Factor live show contestant, wowed the audience with a performance.
The Awards, organised by the Economic Prosperity Team at Reigate & Banstead Borough Council, were created to recognise and celebrate the many brilliant businesses that call our Borough home. Categories for this year’s Awards included Small Business of the Year (Turnover under £1M), Social Value Business of the Year and Employee of the Year. The Awards received over 50 high-quality entries, from large international businesses to small start-ups.

Horley Lions Dog Show & Country Fayre Horley Conservation Group Many thanks to those that come along to help out Horley Conservation Group on Sunday the 16th June at Tanyard Meadows. Despite the grotty weather conditions huge amounts of the invasive Himalayan balsam seedlings were removed from southern bank of the Burstow Stream which will stop them seeding and spreading further.
